Hope for Future Generations (HFFG) is seeking a dynamic, results-oriented, and committed Project Officer to support the implementation of the Global Fund (GC7) Key and Vulnerable Populations (KVP) Project in the Northern Region. The successful candidate will be responsible for providing overall technical, programmatic, and supervisory leadership to case managers, peer educators, and community volunteers to ensure the effective delivery of HIV prevention, care, and treatment services among key and vulnerable populations.

Key Responsibilities

  • Provide overall technical and programmatic direction to all categories of volunteers to ensure achievement of the HIV care cascade and project objectives.
  • Prepare weekly and monthly work plans with clear targets and budgets for review and approval.
  • Implement approved national Key Population Standard Operating Procedures (SoPs) and ensure compliance with Global Fund (GF) and HFFG policies and manuals.
  • Continuously conduct training and capacity-building sessions for Peer Educators (PEs) and Case Managers under supervision.
  • Represent HFFG at all WAPCAS/GF/GC7 project engagements and meetings within your respective districts.
  • Organize weekly planning meetings with outreach volunteers, community peer paralegals, and case managers to assign and review targets.
  • Hold weekly and monthly review meetings to assess progress, share best practices, and strategize for improved performance.
  • Conduct weekly hotspot mapping, verification, and replenishment of condom and lubricant outlets.
  • Ensure case managers effectively trace defaulters, re-enrol them into treatment, and follow up to support viral suppression.
  • Conduct regular visits to ART centres to ensure all Key Population (KP) clients testing positive are enrolled and retained in care in line with the 95-95-95 targets.
  • Support case managers in HIV testing services, linking positive cases to appropriate health facilities.
  • Submit all financial liquidations to the appointed finance officer within five days after completing project activities.
  • Provide technical support and monitoring at Drop-In Centres (DICs) where applicable.
  • Supervise and monitor outreach activities conducted by volunteers and community peer paralegals.
  • Conduct monthly field visits to assess performance, identify challenges, and develop strategies to meet targets.
  • Validate, collect, and collate weekly data from field teams and submit reports to the MEL team.
  • Participate in bi-weekly virtual and monthly review meetings to evaluate progress against project targets.
  • Document success stories, lessons learned, and best practices for experience sharing.
  • Manage administrative tasks at the satellite office, ensure a hygienic work environment, and maintain an adequate stock of logistics and materials.
  • Participate in staff meetings, performance appraisals and other assigned duties in support of HFFG’s mission.

Qualification and Experience

  • A minimum of a Diploma in Social Work, Development Studies, or related Social Sciences (a Bachelor’s degree is an added advantage).
  • At least 3–5 years of relevant experience in development work, community mobilization, or HIV/AIDS and key population programming.
  • Demonstrated knowledge and understanding of development and public health interventions, particularly in HIV prevention, care, and support.
  • Excellent writing, coordination, and communication skills.
  • Strong data collection, management, and interpretation skills.
  • Proven people management and supervisory abilities.
  • A proactive team player with strong interpersonal and problem-solving skills.
